John Rahaim, Planning Director, $1,000 on July 12 for accepting free rent for one month valued at $2,200 by Rahaim while the ceiling on gifts from a single source was $390 in 2008. The free rent was provided by the father of an employee in Rahaim’s department. Mitigation factor was that he needed a place to live after a fire made his city-provided housing uninhabitable and he was in personal crisis.
